Poland has introduced new requirements for carriers: what has changed

Starting November 1, Poland will introduce new requirements for international road transportation through its territory. This was reported by "Komersant Ukrainian" with reference to the official Facebook page of the State Customs Service of Ukraine.
Starting November 1, 2024, drivers must have a unique registration number of the message to the Register of International Road Transport (RMPD) in the electronic transport supervision system (SENT) or a document replacing it.
In addition, during the transportation, it is necessary to ensure the transmission of the vehicle’s geolocation data, as well as to turn on the locator before the start of transportation. If the locator malfunctions for more than one hour, the driver must stop at the nearest parking lot.
Violation of the new requirements will result in a fine of PLN 1,500 (UAH 15.4 thousand) to PLN 12,000 (UAH 123.3 thousand).
What documents are required for submission to the Register of International Road Transport
- a permit authorizing the international road transportation of goods in the territory of the Republic of Poland issued by the relevant Minister of Transport;
- eCMT permit – a multiple international permit issued by the International Transport Forum;
- exemption from the obligation to have these permits on the basis of international agreements binding on the Republic of Poland in the field of road transport;
- a permit for cabotage transportation issued by the Chief Inspector of Road Transport.
What documents must the driver present at the request of the Polish side
- registration number (unique number of the message to the RMPD register in the SENT system);
- instead of it, you can show a document replacing the notification, as well as confirmation of acceptance of this replacement document by the General Inspectorate of Road Transport
(GITD).
The driver, during the road control, is obliged to provide an opportunity to check whether the carrier has fulfilled the following conditions
- the transmission of up-to-date geolocation data of the vehicle covered by the notification must be ensured throughout the entire route of transportation covered by the notification;
- the vehicle must be equipped by the carrier with a locator or have an external localization system (ELS).
In addition, the driver must turn on the locator before starting the transportation. If the locator or the external localization system malfunction lasts more than an hour, the driver must immediately stop at the nearest parking lot or short-term stop.
