More than 17 thousand Ukrainians became millionaires: who earns how much in Ukraine during the war

According to the results of the 2024 declaration campaign, Ukrainians declared 474 billion hryvnias of income, which is 93.5 billion more than a year earlier. This was announced on June 18 by Danylo Hetmantsev, chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy, on his Telegram channel, "Komersant Ukrainian" reports.
Most attention was drawn to the data on Ukrainians who declared more than UAH 1 million in income. There were more than 17,000 of them, which is 1, 300 more than in 2023. In total, millionaires declared UAH 254 billion, which is more than half of their total income.

He also emphasized that millionaires form a significant part of the tax base, which is especially important in wartime.
At the same time, the total number of declarants decreased by 22% to 363 thousand people. This may be due to the fact that some of the citizens who used to file annual declarations have changed their country of residence and no longer appear in Ukrainian tax statistics.

The declaration campaign annually covers individuals who are required to report income earned outside the official salary. For example, from providing services, renting property, foreign contracts, freelancing, etc.
Experts point out that an increase in the number of wealthy citizens who declare their income indicates not only an increase in their financial capabilities, but also a greater openness of society. At the same time, a decrease in the total number of declarants may indicate problems with tax discipline among the middle class or an increase in labor migration.
Against the background of martial law and reduced revenues from domestic markets, declared income is an important resource for budgeting and fulfilling government obligations. The Ministry of Finance emphasizes that a transparent tax system is one of the key requirements for financial assistance from international partners, including the IMF and the EU.
