The author of the letter identifies himself as a “bomber” and calls for immediate evacuation of the buildings, threatening explosions.
What the letter says
The beginning of the message contains a direct threat, stylistically similar in all the letters sent. In particular, the author writes:
“Hello, I have important news, please take it seriously, it concerns safety and evacuation. The building is dangerous, everyone out.”
The perpetrator claimed to have planted devices in government and public buildings, educational institutions, and places where large numbers of people gather, and also mentioned specific media outlets. The letter goes on to state the time frame for their detonation:
“Starting on January 10, 2026, we planted about 500 explosive devices… from January 30 to January 31, the timers will be activated.”
The author also claims that the explosives cannot be detected by standard means and adds a list of addresses that are allegedly mined.

Police response
The National Police of Ukraine confirmed the fact of a massive influx of reports of bomb threats and emphasized that all reports are being investigated, regardless of their possible falsity.
The police reported:
“On January 30, starting at 9:30 a.m., a large number of bomb threats began to arrive at the email addresses of government agencies, educational institutions, businesses, and other facilities.”
As of 12:10 p.m., police departments had received more than 2,000 reports of bomb threats in the following regions: Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zakarpattia, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Kyiv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Khmelnytskyi, Cherkasy, Chernivtsi, and Chernihiv.
“Currently, almost 30% of reports have already been processed. Information about mining has not been confirmed at these facilities,“ the National Police said.
Explosives experts and dog handlers are involved in the inspections, and the inspections of the facilities are ongoing.
What law enforcement officials say about the nature of the threat
The police note that such waves of “mining” have the characteristics of an information attack, but this does not relieve law enforcement agencies of their responsibility to respond.
“Despite the fact that such reports are often just another information attack by the enemy, each address is thoroughly checked,” the police emphasized.
Law enforcement agencies promise to provide additional information on the results of the checks.
