More than 700 Ukrainian companies have been granted the status of critical enterprises. Among them are many unexpected ones

The Ministry of Economy of Ukraine has conducted a large-scale assessment of the country’s enterprises and identified more than 700 of them as critical to the economy. This was stated by Deputy Economy Minister Vitaliy Kindrativ in an interview with Forbes Ukraine, according to "Komersant Ukrainian"
“The ‘critical’ status gives companies the opportunity to reserve their employees from mobilisation. This status is valid for a year and can be renewed.
The process of forming the Unified List of Critical Enterprises is still ongoing under the leadership of the Ministry of Digital Transformation. Companies that have not yet received this status can apply to the Ministry of Economy.
The Ministry holds weekly meetings of a special commission, reviewing at least 20 applications at each meeting. The decision to grant the status is made within 10 days.
The list of “critical” companies also includes some unexpected enterprises. For example, among these 700 companies are 133 NGOs such as the civil network OPORA (which can book up to 100% of its employees), a number of football clubs, the Mobile Circus of Ukraine, and telethon participants.
These businesses can now use electronic booking.
Criteria for businesses critical to the economy
Cabinet of Ministers Resolution No. 76 sets out the criteria by which an enterprise is recognised as critical to the functioning of the economy and the livelihoods of the population during a special period:
- the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
- the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
- the company is of strategic importance for the economy and security of the state according to the list;
- the company is important for a sector of the national economy or for meeting the needs of the territorial community;
- no arrears in the payment of a single contribution to the obligatory state social insurance;
- the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
- the company is a resident of Diia City.
An enterprise is recognised as critical if it meets at least three criteria. Such enterprises can book 50% of their employees, or more “in case of a justified need”.
