The threshold for utility subsidies has been raised: who will be eligible for assistance in 2026

In Ukraine, starting January 1, 2026, the income threshold entitling individuals to benefits for housing and utility services has been raised. It now stands at UAH 4,660 per person.
This was announced by the Pension Fund of Ukraine, according to "Komersant Ukrainian".
The changes are related to the increase in the subsistence minimum provided for in the state budget for 2026.
How the benefits mechanism works
Eligibility for benefits is determined by the average monthly total income of the family per person. If this figure does not exceed UAH 4,660, the beneficiary is eligible for a discount on utility bills.
These are benefits that are provided based on income. At the same time, separate rules apply to certain categories, such as combatants, persons with disabilities as a result of war, and family members of deceased defenders of Ukraine.
Where did the amount of UAH 4,660 come from?
The calculation is linked to the tax social benefit. It applies if the income does not exceed:
- the subsistence minimum for an able-bodied person,
- multiplied by a coefficient of 1.4,
- rounded to the nearest 10 hryvnias.
In 2026, the subsistence minimum for able-bodied persons is UAH 3,328. Thus, the income limit for benefits is UAH 4,660.
What to do if your income is higher
If the family’s income exceeds the established threshold and the benefit is not granted, citizens can apply to the Pension Fund for a housing subsidy.
The PFU emphasizes that subsidies remain an alternative support mechanism for households with higher incomes but high utility costs.
The increase in thresholds for benefits is taking place against the backdrop of a general rise in social standards in 2026. The state budget provides for:
- an increase in the minimum wage to UAH 8,647,
- an increase in the subsistence minimum for able-bodied persons to UAH 3,328,
- an increase in the subsistence minimum for persons who have lost their ability to work to UAH 2,595.
