The Port of Chornomorsk has listed a shipment of fertilizer for sale in an online auction for the first time

The state-owned enterprise Black Sea Commercial Sea Port has announced its first online auction on the Prozorro.Sales platform for mineral fertilizer transshipment services.

This was reported by the Ministry of Community and Territorial Development of Ukraine, according to "Komersant Ukrainian".

The auction is part of a pilot project on open access to port facilities.

What the pilot project entails

The initiative aims to introduce open bidding for the use of port infrastructure.

Specifically, this involves access to:

  • berths
  • warehouses
  • transshipment equipment
  • ancillary port services.

Authorities expect that the new mechanism will increase transparency in the allocation of port resources and foster competition among companies.

How the auction will take place

The auction on the Prozorro.Sales platform will take place on March 25, 2026.

Key terms:

  • bidding will follow an ascending price format;
  • participants must register on an accredited electronic platform;
  • a bid must be submitted to participate in the auction.

What cargo is being auctioned

As part of the pilot program, a service for transshipping imported mineral fertilizers is being offered.

This includes:

  • bulk cargo
  • or in big bags

However, urea is not included in the list.

This particular area was chosen for testing because it is traditionally one of the most in-demand at the port.

What is actually being sold at the auction

The subject of the auction is the operation of a port crane used for cargo handling.

Access to the berths is paid for separately by the auction winner, depending on the type of cargo.

Upcoming concessions at the port

A parallel competition is underway to select a concessionaire for key terminals at the Black Sea Commercial Port.

The tender commission has already submitted the concession applicants’ documents for review:

  • The First Terminal
  • Container Terminal

These projects could become part of a broader reform of Ukrainian seaport management.
