Strong support: Germany allocates 160 million euros to rebuild Ukraine’s energy system

Germany has made the largest tranche to support Ukraine, transferring more than 160 million euros to the Energy Support Fund.

This was reported by "Komersant Ukrainian" with reference to Deputy Minister of Energy of Ukraine Mykola Kolisnyk.

According to Kolisnyk, Germany’s contribution is the largest single contribution since the Fund’s inception.

In total, in December 2025, the Fund received €245 million in new contributions. In addition to the German Foreign Ministry, the German Federal Ministry for Economic Affairs and Energy transferred another EUR 3 million through the German development bank KfW.

Kolisnyk emphasized that the Energy Support Fund for Ukraine, managed by the Energy Community Secretariat, remains one of the most effective mechanisms of international assistance to the fuel and energy sector of Ukraine. The Fund is used to purchase equipment for energy companies and restore infrastructure after hostile attacks.

“In the context of Russia’s continuous and targeted attacks on the Ukrainian energy sector, one of the priorities of the Ministry is to cooperate with partners to replenish stocks of equipment for repair and restoration work,” the Deputy Minister said.

He added that only in December, during a series of high-level international meetings, Ukraine received assurances from its partners of systematic support.

“The intensity of international assistance should be commensurate with the intensity of enemy attacks. The supply of necessary equipment should match the pace of enemy attacks,” emphasized Kolisnyk.

It should be noted that in addition to the Fund’s mechanisms, Ukrainian power engineers also receive international humanitarian aid in the form of equipment. Thus, since the beginning of the full-scale invasion, Ukraine has received 1995 humanitarian cargoes weighing almost 26,000 tons from 38 countries. The aid includes equipment for rapid repairs after shelling and equipment to increase distributed generation capacity.

Attack on Ukraine’s energy sector

As a reminder, on December 23, Russia launched a new large-scale attack on Ukraine’s energy infrastructure at night and in the morning.

The strikes were aimed primarily at energy facilities, causing emergency power outages in a number of regions of Ukraine, including Sumy, Dnipro, Kherson, Kharkiv and Chernihiv oblasts.

Afterward, the Ministry of Energy of Ukraine reported that following the Russian attack, the country’s nuclear power plants reduced their generation capacity.
