“Summonses are sent to those who do not pay taxes,” Shmyhal spoke about the “fight or work” principle

98% of summonses through the Oberig system were sent to men who do not pay taxes. This was stated by Prime Minister of Ukraine Denys Shmyhal at the Kyiv International Economic Forum, reports [ommersant] citing Liga.net.
“This principle [work or fight] has already been implemented. As of today, 98% of the summonses sent out, which are generated through the Oberig register, are sent to people who do not pay a single hryvnia in taxes and are not registered anywhere. The priority in mobilization today is given to people who are not working, the unemployed. Accordingly, the basis of this principle has already been implemented. Only 2% of calls for service over the past two months have been sent to people who are employed,”
– the Prime Minister said.
Earlier, Shmyhal said that in order for the “fight or work” principle to fully work, a number of other measures need to be taken to bring the labor market out of the shadows.
For now, this principle works, among other things, through the system of economic reservation of employees of critical enterprises that ensure the vital activity of the state.

Criteria for enterprises critical to the economy
Cabinet of Ministers Resolution No. 76 defines the criteria by which an enterprise is recognized as critical to the functioning of the economy and the livelihood of the population during a special period:
- the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
- the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
- the company is of strategic importance for the economy and security of the state according to the list;
- the company is important for a sector of the national economy or for meeting the needs of the territorial community;
- no arrears in the payment of a single contribution to the obligatory state social insurance;
- the average salary of the insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
- the company is a resident of Diia City.
An enterprise is recognized as critical if it meets at least three criteria. Such enterprises can book 50% of their employees, or more “in case of a justified need”.
