Summonses by mail: a new feature has been added to the “Reserve+”

Ukraine is expanding the functionality of the Reserve app, which is used to communicate between the state and people liable for military service. From now on, users will be able to receive notifications that a paper summons has been sent by mail. This was reported by "Komersant Ukrainian" with reference to the Ministry of Defense of Ukraine.
What will change for those liable for military service
The Ministry of Defense explains that one of the key areas of development of the “Reserve” is a notification system that allows citizens to learn in time about changes in their status and important decisions regarding military registration.
In particular, the new feature allows you to see a notification that the CMC and JV has already sent a paper call-up by registered mail. This will help you prepare to receive it via Ukrposhta and avoid misunderstandings.
What notifications does Reserve already send?
As of now, the app informs users about the following events
- filing and removal from the wanted list;
- violations of military registration rules and fines;
- reserve ID update;
- updating and receiving personal data;
- granting a deferral or reservation;
- receiving an electronic referral to the military registration and enlistment office.
The Ministry emphasizes that notifications in Reserve are not a summons.
Receiving or reading a push notification is not considered to be the delivery of a summons. It is an informational message only.
The function is voluntary – the user can enable or disable it in the application menu. The notification will indicate the date and time when it is necessary to appear at the TCC and JV, but only a paper summons is legally binding.
The procedure for sending summonses remains unchanged
The Ministry of Defense emphasizes that the mechanism for serving subpoenas remains unchanged. They are, as before:
- are issued in paper form;
- delivered by mail or hand delivered in person in accordance with the applicable law.
What new notifications will be introduced in the future
Over the next quarter, the following notifications are planned to be added to Reserve:
- registration for military service;
- deregistration; and
- exclusion from the register;
- cancellation of deferment.
The Ministry of Defense notes that the development of the app should make mobilization processes more transparent, understandable and predictable for citizens.
