The rules of the queues have been updated: how trucks will now cross the border

The national online queue booking system for crossing the border, eChezha, will operate under new rules. The relevant changes are provided for by Order No. 1028 of June 20, 2025, which has already been registered by the Ministry of Justice of Ukraine. This was reported by "Komersant Ukrainian" with reference to the Ministry of Community and Territorial Development.

According to the innovations, the main goal is to make the border crossing process for trucks more predictable and convenient, taking into account the interests of business and priority transportation.

What will change for carriers

The new rules are being implemented:

  • Priority passage for cargoes with perishable goods;
  • Benefits for carriers with the status of AEO (Authorized Economic Operator);
  • Priority for vehicles with a transit declaration (T1) or TIR carnet (Carnet TIR).

The ratio in the queue is as follows:

1 AEO/T1/TIR truck with perishable goods :
1 truck with perishable goods :
1 AEO/T1/TIR truck :
5 ordinary trucks without priority.

Separately, the extraordinary traffic will be reserved for vehicles of the Security and Defense Forces of Ukraine traveling for official purposes.

Against fake booking

One of the key challenges that the new rules were supposed to address was fake reservations in the queue “just in case” without any real intention of crossing the border. This distorted the system and made the queue unpredictable, especially on weekends and holidays.

The new rules provide for:

  • Restrictions on extending the waiting time – only once every 60 days for each car;
  • Possibility to postpone the arrival only for 4, 6, 8 or 10 hours;
  • Possibility to cancel the queue with a restriction:
    in case of violations, the system will automatically block the possibility of new registration for a particular car for 14 days.

Why a truck may be temporarily blocked in eTruck Queue:

  • Entering false information about the driver, cargo, or vehicle;
  • Actual border crossing without registration in the system;
  • Declaring an empty car with cargo;
  • Two consecutive cancelations of the queue by a user in the “entry to the point” status;
  • Two automatic cancellations due to non-arrival at the border;
  • Two queue cancellations the day before the crossing within the last 30 days.

Technical improvements are already underway

According to Oleksiy Kuleba, Vice Prime Minister and Minister of Communities and Territories Development of Ukraine, the new rules are another step towards digitalization, transparency and efficiency of border management:

“Our goal is for every carrier to cross the border in a predictable and predictable manner. The new rules take into account the needs of business, provide priority for a number of cargoes and will make the system more predictable.”

The project team is currently working on technical updates to ensure that the eCheck system meets all the new requirements.
