The President changed the composition of the Council: who was included

President of Ukraine Volodymyr Zelenskyy has made changes to the personnel of the Supreme Commander-in-Chief’s Staff. The corresponding decree was published on the official website of the head of state, "Komersant Ukrainian" reports
According to the document, Yevhen Ostriansky, First Deputy Secretary of the National Security and Defense Council of Ukraine, has been appointed to the Staff. The decision was made on the basis of a proposal from the NSDC in accordance with Article 8 of the Law of Ukraine “On Defense of Ukraine” and as part of a partial amendment to Presidential Decree No. 72/2022 of February 24, 2022.
The text of the decree states that Yevhen Ostrianskyi joins the work of the Staff as the First Deputy Secretary of the National Security and Defense Council responsible for the military block of issues.
This includes coordinating interaction with the Security and Defense Forces sector, as well as organizing and preparing meetings of the Supreme Commander-in-Chief’s Staff.
As a reminder, in October 2025, Zelenskyy appointed Ostrianskyy as First Deputy Secretary of the National Security and Defense Council. He is a Major General and Deputy Chief of the General Staff of the Armed Forces of Ukraine. Prior to that, the military officer went through a full career path – from platoon commander to senior positions in the General Staff.
Yevhen Ostrianskyi graduated from the Odesa Higher Combined Military School, the National Defense Academy of Ukraine and the National Defense University of Ukraine. In different years, he held the positions of Head of the Military Strategic Analysis Department of the Main Operational Directorate of the General Staff of the Armed Forces of Ukraine, Deputy Head of this department, and also headed the Main Directorate of Defense Planning of the General Staff.
Since May 24, 2025, he has been serving as Deputy Chief of the General Staff of the Armed Forces of Ukraine. Ostriansky’s inclusion in the Stavka should strengthen the coordination of defense planning and strategic decision-making under martial law.
