Parliamentary Specialised Committee Against Criminal Liability for Violation of Military Registration

The Verkhovna Rada Committee on Law Enforcement will recommend that the parliament exclude from draft law No. 10379 provisions that introduce criminal liability for violating the rules of military registration. Committee chairman Serhiy Ionushas told Ukrayinska Pravda media outlet, Komersant Ukrayinsky https://www.komersant.info/ reports.

The government’s draft law No. 10379 “On Amendments to the Code of Ukraine on Administrative Offences and the Criminal Code of Ukraine on Strengthening Responsibility for Military Offences” provides for criminal liability for evading military service during mobilisation, including refusal to undergo a medical examination, in the form of imprisonment for a term of 3 to 5 years. And fines for violations of defence and mobilisation legislation were to reach more than UAH 200,000.

The Committee proposes to establish the following sanctions:

  • for violation of the rules of military registration (Article 210 of the Code of Administrative Offences) in peacetime – a fine of UAH 3,400 to 5,100, repeatedly or during a special period – from UAH 17,000 to 22,500;
  • for violation of the legislation on defence and mobilisation (Article 210-1 of the Code of Administrative Offences) in peacetime – a fine of UAH 5100 to 8500 for citizens, UAH 17-34 thousand for officials and legal entities;
  • during martial law, fines will amount to UAH 17-22.5 thousand for citizens, UAH 34-59.5 thousand for officials and legal entities.
