“eHouse” program: since the beginning of the year, Ukrainians have received UAH 7.3 billion in preferential loans for housing

The eOselya affordable housing program continues to gain momentum. Since the beginning of 2025, more than 4,000 Ukrainians have benefited from preferential mortgage loans, totaling UAH 7.3 billion. Last week alone, 146 loans worth UAH 277 million were issued.
This was reported by the press service of the Ministry of Economy, Environment and Agriculture of Ukraine, "Komersant Ukrainian" reports.
Who received loans?
Loans at 3%:
- 55 military personnel and representatives of the security sector
- 9 doctors
- 3 teachers
- 5 scientists
Loans at 7%: - 60 Ukrainians without their own housing
- 11 internally displaced persons (IDPs)
- 3 veterans

Most loans were issued in the following regions:

Overall results of the program
Since the launch of eHouse in October 2022, 18,840 loans have been issued for over UAH 31.4 billion.
The eHouse program is a government initiative that provides Ukrainians with the opportunity to obtain preferential mortgage loans for the purchase of housing. The program was launched in October 2022 at the initiative of the President of Ukraine and is implemented by the Ministry of Economy jointly with the Ministry of Digital Transformation and Ukrfinzhytlo.
The goal of the program is to
- Provide housing for military personnel, doctors, teachers, and scientists
- To help internally displaced persons, veterans, and families of the victims
- Provide affordable housing to those who do not have their own or have insufficient space
Loan terms and conditions
- 3% per annum – for privileged categories (military, doctors, teachers, scientists)
- 7% per annum – for other citizens who do not have housing
What kind of housing can I buy?
- An apartment on the primary or secondary market
- The property must be located on the territory of Ukraine, except for the temporarily occupied and war zones
- Area – at least 52.5 m² per person 21 m² for each additional family member
Participating banks
Among the banks that provide loans under the program: Oschadbank, PrivatBank, Globus Bank, Ukrgasbank, Sky Bank and others.
