Failure of the admission campaign: MP initiates resignation of Lisovyi

The 2025 admission campaign in Ukraine has revealed a deep crisis in the education system, which is losing tens of thousands of graduates. A significant reduction in the number of participants in the National Multisubject Test (NMT) and a high percentage of those who failed the exam indicate systemic problems that need to be addressed immediately. MP Taras Batenko sharply criticized the educational policy of the Ministry of Education and Science of Ukraine, calling for the resignation of Minister Oksen Lisovyi due to the failure in this area, "Komersant Ukrainian" reports
Batenko emphasized the critical situation in Ukrainian education:
“The education system is losing tens of thousands of graduates – it’s time to take responsibility for the failures! According to statistics, this year 208 thousand graduates took the National Multiple Subject Test (NMT), while last year it was 283,370. This is a drop of almost 26%, or more than 75 thousand students.”
He also drew attention to the alarming test results:
“Another disturbing fact is that 12% of this year’s graduates did not pass the test at all, which is about 25 thousand young people, according to Deputy Minister of Education Mykhailo Vinnytsky.”
Batenko pointed out the reasons for this crisis:
“The Ministry of Education has been turning a blind eye to the outflow of young people abroad for years.”
- According to him, Ukraine is losing an entire generation because:
- “Young people do not see a future in Ukrainian education.
- Many leave the country after school and do not return.
- The lack of a systemic policy in education only deepens the crisis.
Batenko said he would initiate Lisovyi’s resignation:
“At the next meetings of the Verkhovna Rada, we will initiate the resignation of Education Minister Oksen Lisovyi. Irresponsible and unprofessional educational policy has become another blow to our country.”

What is known about the 2025 admission campaign
Recommendations for enrollment were received by 176,376 applicants, said Deputy Minister of Education and Science of Ukraine Mykhailo Vynnytskyi.
“The targeted placement algorithm worked – and it worked as intended: according to the logic of the priorities set and the results of the applicants. This makes the admission system clearer, fairer and more honest. It also strengthens the responsibility of the choice,” Vynnytsky wrote.
In total, 176,376 applicants received recommendations, including 65,493 for state-funded education and 110,883 for contract education.
The Deputy Minister of Education reminded that this year, for the first time, the algorithm distributed not only state-funded places, but also “contract” places (including those with a grant).
Among those who received a state-funded place, 61,178 people will study full-time and 4,315 will study part-time.
By quota:
- Quota-1: 4,060 people (728 – part-time)
- Quota 2: 4,960 people (29 – part-time).
Together, this amounts to 13.5% of all those recommended for the budget.
“This figure is alarming, but I will write about it separately tomorrow. It should be borne in mind that in addition to the “quota holders”, there are other privileged categories of students who will apply for state-funded places without competition,” said Vynnytsky.
He said that 60% of the total number of applicants were recommended for admission under their first priority, and 86% – under one of the three first priorities.
In total, almost 210 thousand electronic accounts were created:
- 195 thousand applicants took part in the algorithm by posting applications (some created an account but never submitted an application),
- about 20 thousand applicants did not receive recommendations for any of the submitted priorities, but they will be able to enter the contract at the next stage, after August 11.
If the status “Recommended” appears opposite one of the applications, this is the application that can be used for studying. To be admitted, you must fulfill the relevant requirements by 18:00 on August 9.
