PrivatBank ordered social media production from an individual entrepreneur for UAH 2 million without a tender

State-owned PrivatBank signed a contract worth UAH 2.01 million for the production of content for social networks. The procurement was conducted without using an electronic system, and the contract was awarded to an individual entrepreneur. This was reported on the Prozorro portal, according to

The contract provides for the payment of a director, sound engineer, and the writing of texts for social networks with a volume of up to 3,000 characters. The services are to be provided until the end of 2026.
The winner was individual entrepreneur Yevgeny Astashov, who offered to perform the work for UAH 2.01 million, which was the amount the bank had set as the expected cost. The contract with the contractor was published on January 15, 2026.
Open registries show that Astashov is also the owner and beneficiary of GAIZ EDZHENSI LLC, registered as an advertising agency.
PrivatBank explained the non-competitive procedure as an “urgent need” that allegedly made it impossible to hold open tenders within the established deadlines. This possibility is provided for, in particular, by Cabinet of Ministers Resolution No. 1178, which regulates public procurement under martial law.
