Privatisation of shares is allowed until 2028: Rada supports Zelensky’s amendments

The Verkhovna Rada has extended the deadline for privatisation of land shares to 1 January 2028. This is reported on the parliament’s website, "Komersant Ukrainian" reports
The adoption of the relevant draft law No. 11150 in the repeated second reading with the proposals of the President was supported by 253 deputies,
on 22 May, the Verkhovna Rada passed the bill in the second reading, but President Volodymyr Zelenskyy vetoed it. During the second vote, MPs took into account the President’s remarks that all land occupied by water bodies of national importance should remain in state ownership.
This is in line with the Land Code, which prohibits the transfer of water fund land to private ownership. Previously, it was proposed to make an exception for private and communal plots.
The adopted law provides for the extension until 1 January 2028 (instead of the previous deadline of 1 January 2025) of the deadline for registration of unclaimed (unallocated) land plots and distribution of land among owners of land shares (units) and their heirs after collective distribution. If the owner or his/her heir does not register the ownership of his/her share by 2028, it will be considered a refusal to receive the land plot.
In addition, the new law
- establishes a mandatory written form of applications for the provision of state-owned or municipally owned land plots for ownership or use;
- restores the mandatory advanced training of certified land surveyors, which was suspended during martial law;
- extends until 2026 the pilot project on entering data into the State Land Cadastre by certified land surveyors;
- allows land users to place recreational infrastructure facilities and related engineering structures without capital construction.
