Rada raises fines for violations of registration and mobilisation

The Verkhovna Rada of Ukraine has adopted in the second reading Bill No. 10379 on strengthening responsibility for military offences, which, in particular, increases fines for evaders several times. This was announced by MP Yaroslav Zheleznyak on Telegram, "Komersant Ukrainian" reports

“256 MPs voted in favour of the document. “There were no votes against. There were 4 abstentions.

“The Parliament voted in favour of draft law No. 10379 on amendments to the Criminal Code and the Code of Administrative Offences for violation of mobilisation. There were 256 votes in favour,”

– wrote the MP.

According to him, many negative provisions were removed from the draft law for the second reading.

The document sets out Articles 210 and 201-1 of the Code of Ukraine on Administrative Offences in a new wording and significantly increases fines for evaders.

The document introduces such regimes as violation, repeated violation and violation during martial law.

According to a comparative table published on the Verkhovna Rada’s website, the second reading version of the draft law stipulates that the following fines will be imposed for violations of the rules of military registration (Article 210 of the Code of Administrative Offences)

  • in peacetime – from 3400 to 5100 hryvnias;
  • repeatedly during the year – from 5100 to 8500 hryvnias;
  • during a special period – from UAH 17,000 to 25,500.

At the same time, it is planned to establish the following fines for violation of the legislation on defence and mobilisation (Article 210-1 of the Code of Administrative Offences)

  • in peacetime – from UAH 5100 to 8500 for citizens, from UAH 17,000 to 25,500 for officials and legal entities;
  • repeatedly during the year – from UAH 8500 to 11900 for citizens, from UAH 25500 to 34000 for officials and legal entities;
  • during a special period – from UAH 17,000 to 25,500 for individuals, from UAH 34,000 to 51,000 for officials and legal entities.

The fines will be imposed within three months from the date of detection of the offence, but not later than one year from the date of its commission.

The new fines will come into force the day after the law is promulgated, which is yet to be signed by the President of Ukraine.
