The Rada has strengthened control over local authorities: what will change in the regions now

The Verkhovna Rada of Ukraine has supported in the second reading and in general the draft law No. 14048, which aims to strengthen the legality, transparency and accountability of local governments. This was reported by "Komersant Ukrainian" with reference to the Verkhovna Rada.
The document establishes a clear system of state control over the decisions of local councils, and also provides for the creation of a personnel reserve for the positions of heads of district state administrations (DSAs).
Key provisions of the law
State supervision over decisions of local councils
From now on, decisions of local authorities will be subject to a systematic review for compliance with the current legislation.
Control will be exercised
- acts of regional councils – by the central executive body designated by the Cabinet of Ministers of Ukraine;
- acts of district councils – by regional state administrations;
- acts of village, town and city councils – by district state administrations.
Personnel reserve for district heads
The law provides for the formation of a personnel reserve for the positions of heads of district state administrations.
It will include candidates who meet certain professional requirements and can promptly fill vacant positions.

Judicial control
The document also amends the Code of Administrative Procedure of Ukraine, clarifying the procedures for considering cases related to the legality of local government acts.
Why the law was adopted
The purpose of the initiative is to create an effective mechanism for controlling the decisions of local councils to prevent abuse, corruption schemes, and decisions that contradict the laws of Ukraine.
The Parliament notes that the adoption of the law will strengthen the legal framework of local self-government and ensure transparency in the activities of authorities at all levels.
