The Rada adopted a law that will change the rules of mobile communications and allow users to check the quality of the network themselves

The Parliament has passed Bill 12094, which should accelerate the development of digital infrastructure and improve the quality of mobile communications in Ukraine.


This was reported by the Ministry of Digital Transformation, "Komersant Ukrainian" reports.

The document introduces new Internet quality standards, lifts the moratorium on inspections of operators, and preserves national roaming even after the end of martial law.

What changes does the law introduce

  • Speed is now an official standard.

For the first time in Ukraine, fixed mobile Internet speeds will be set, which operators are obliged to provide.

  • Users will be able to check the quality of communication.


Ukrainians will be able to test the Internet speed on their own using special mobile applications.
The data will be automatically transmitted to the National Commission for the Regulation of Electronic Communications (NCREC), which will collect and analyze information on the quality of services in different regions.

  • More control means fewer “white spots”.


The lifting of the moratorium on inspections will encourage operators to build base stations in villages and frontline areas where communication is still unstable.

  • National roaming will remain.


Ukrainians will continue to be able to connect to other operators’ networks in crisis situations, even after the end of martial law.

Why this is important

Ukraine is actively restoring Internet networks damaged by Russian attacks.
According to the Ministry of Digital Transformation, in the first half of 2025, the electronic communications market grew to UAH 60.9 billion, and operators are introducing new technologies, including Starlink Direct to Cell satellite communications.

In this way, the government aims to ensure stable access to communications even in the event of blackouts or shelling.

The Ministry of Digital Transformation expects the law to be signed by the president soon.


After that, the agency plans to publish a system for monitoring the quality of mobile Internet and develop unified evaluation standards for operators.

“We are working to ensure that every Ukrainian has high-quality communication and the Internet, even in the most remote corners of the country,” the ministry said.
