A regular tranche of EUR 2.3 billion: EU reaffirms support for Ukraine and assesses reform progress

The European Union has agreed on another financial package for Ukraine under the multi-year Ukraine Facility. This was reported by the Ministry of Finance of Ukraine, "Komersant Ukrainian" reports.
The decision of the EU Council provides for the allocation of EUR 2.3 billion, of which EUR 2.1 billion will be provided in the form of a loan and another EUR 200 million in the form of a grant. The funds are expected to be transferred to the budget in the near future.
What does this tranche mean?
The new package is part of the regular Pillar I financing of the Ukraine Facility program aimed at supporting Ukraine’s macro-financial stability during the war. The financing will be used for priority social and humanitarian expenditures, allowing Ukraine to maintain financial stability in a period of high budgetary needs.
The Ukraine Facility is designed for 2024-2027 and provides about EUR 50 billion, of which more than EUR 38 billion is direct budget support. Since the launch of the facility, Kyiv has already received more than €24.4 billion, including €8.3 billion in 2025.
Reforms as a condition for funding
The EU links the disbursement of each tranche to Ukraine’s implementation of certain reforms. This time, Kyiv had to demonstrate progress by the end of the third quarter of 2025 in eight key areas, including
- public financial management
- judicial system;
- improvement of the business climate
- banking sector
- agri-food policy;
- strategic minerals;
- green transformation;
- environmental policy.
The Ministry of Finance stated that all the necessary steps have been taken. Minister Sergii Marchenko emphasized that the predictability of the instrument allows Ukraine to maintain budget liquidity and continue the reforms necessary to move towards EU membership.
The EU remains a key donor
The European Union retains its position as Ukraine’s largest financial partner. In almost four years, Kyiv has received €68.4 billion in European aid. In the first 11 months of 2025 alone, Ukraine received more than €26.4 billion from the EU, a figure that underscores the consistency of European support despite political discussions within the bloc.
The government in Kyiv expects to continue stable funding in 2026, but Brussels emphasizes that reforms must remain an essential element of cooperation. Further tranches will directly depend on the pace of reform implementation and Ukraine’s ability to maintain its course toward European integration despite the war.
