Business registration will become more convenient: Ukraine wants to eliminate the Unified State Register

The State Statistics Service is holding a public discussion of a draft Cabinet of Ministers’ order that provides for the termination of the Unified State Register of Enterprises and Organizations of Ukraine (USREOU). This is reported by the press service of the State Statistics Service, "Komersant Ukrainian" reports
It is noted that this is a preparation for the gradual transition to a single digital, transparent and convenient system of identification of business entities. This is part of a broader reform of digitalization of public administration, European integration and modernization of official statistics.
“The action plan, developed by the State Statistics Service in cooperation with the Ministry of Justice, the Ministry of Digital Transformation, the Ministry of Economy, the Ministry of Finance and other executive authorities, provides for the integration of functions within the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (USR), which is maintained by the Ministry of Justice,” the agency said.
It is noted that this step
- takes into account the need to update the legal framework in accordance with the new Law of Ukraine “On Official Statistics”;
- ensures the consistency of registration information;
- prepares technical and legal prerequisites for effective integration.
In addition, the planned transformation opens up new opportunities:
- eliminating duplication of state IT systems and registers;
- reducing bureaucracy for business;
- abolition of duplicate paper certificates;
- improving the quality and availability of registration data;
- strengthening trust in state statistics through modern digital solutions;
- implementation of international approaches to data management.
Integration of functions in one registry will also mean
- minus time and resources,
- minus one certificate for business,
- plus identification of business entities in one place,
- plus digital convenience and efficiency of public services.
At the same time, it is reported that the USREOU continues to work. This is a strategic stage of public consultations and planning for long-term changes. The public discussion will last until May 25, 2025.
