Record utility debts: which regions of Ukraine are in the lead

Since the beginning of the full-scale invasion, utility debts have increased by a third, according to the Unified Register of Debtors. Most of the defaulters are concentrated in Dnipro and Kharkiv regions. These data are provided by the digital service for analysing government data, Opendatabot, "Komersant Ukrainian" reports
As of July 2024, there were 701,000 proceedings to recover debts for housing and communal services (HCS). Since the beginning of the full-scale war, debts have increased by 37%. As of February 2022, the register contained 512,359 proceedings for non-payment of utility bills.
At the end of last year, the Unified Register of Debtors contained 659,684 utility debts. Over six months, their number increased by 6.3% to 701,051 proceedings.

Where do most utility debtors live in Ukraine?
The majority of debtors live in Dnipropetrovska oblast – more than 100 thousand proceedings or 14.3% of the total.
Kharkiv and Donetsk regions are next in the ranking – 94.8 thousand and 79.7 thousand respectively.

Analysis of debts for utilities
36.9% of all debts are for heating – UAH 258.8 thousand.
Water supply debts are in second place with a significant margin – 18.6% or 130.2 thousand.
And the top three are debts for electricity – 67.9 thousand or 9.7%.
What other utilities do Ukrainians owe for?
- Housing services – 67.1 thousand or 9.6%;
- Gas supply – 59.7 thousand or 8.5%;
- Waste disposal – 7.6 thousand or 1.1%;
In another 15.6% of cases, it was not possible to identify the area of the debt collector. This is about 109 thousand debts.
It should be noted that since the beginning of the full-scale war, Ukraine has had a moratorium on the enforcement of debt collection and disconnection of utility debtors from the grid.
This moratorium was cancelled in 2024.
Currently, the restriction applies only if the consumer’s house was damaged as a result of military (hostilities).
