Record payments and risks of image losses: what does Energoatom’s new financial report mean?

The state-owned Energoatom company has announced that as of the end of November 2025, it has transferred UAH 40.2 billion to the Ukrainian budget in taxes and mandatory payments.

This was reported by the company’s press service, adding that by the end of the year, the total amount of tax revenues could increase to UAH 42.2 billion, "Komersant Ukrainian" reports.

The company emphasizes that it remains one of the largest donors to the Ukrainian budget, ensuring both the financial and energy stability of the state, especially amid ongoing threats to the energy system during the war.

Taxes amid investigations

Despite the record payments, Energoatom’s operations are under scrutiny by anti-corruption authorities. The NABU and the SAPO are currently investigating a large-scale corruption scheme that, according to the investigation, operated in the energy sector and could have caused significant losses to the state.

At the same time, the State Audit Service has launched a large-scale audit of Energoatom. The audits will cover the company’s management, ten branches and three nuclear power plants. The audit covers the period from 2023 to 2025 and can determine how efficiently the company used funds in the war economy.

On November 10, the NABU and the SAPO published the so-called Mindich tapes, which show that Energoatom operated a kickback scheme, where contractors were demanding 10-15% of the transaction amount. The illegally obtained money was legalized through a so-called “back office” in the center of Kyiv, amounting to $100 million.

The NABU found that the corruption scheme was led by the co-owner, businessman Timur Mindich. According to investigators, he managed financial flows, determined the amount of payments, and influenced heads of central authorities to resolve issues in his own interests, particularly in the energy and defense sectors.
