Rating of the world’s strongest passports: Ukraine has risen three places

Ukraine’s passport has strengthened its position in the global ranking: the country ranked 73rd in the Nomad Passport Index 2025, up three places from last year, "Komersant Ukrainian" reports

Ukraine shared this position with Colombia, Tuvalu, and El Salvador.

The leader of this year’s ranking was unexpectedly Ireland, which for the first time outpaced other European countries. This is the first time Ireland has single-handedly topped this ranking. In 2020, the country shared the top spot with Luxembourg and Sweden.

Overall, nine of the top ten passports on the list are from European countries, including Switzerland, Luxembourg, and Malta.

European countries occupy nine of the top ten places. In addition to Ireland, the top ten strongest passports include those of Switzerland, Greece, Portugal, Malta, Italy, Luxembourg, Finland, Norway, as well as the UAE and New Zealand, which tied for tenth place.

Ukraine was ranked 73rd in the ranking, sharing the top spot with Colombia, Tuvalu, and El Salvador.

The Nomad Passport Index analyzes the documents of 199 countries based on five criteria:

  • Visa-free travel opportunities
  • Tax policy of the country
  • Global reputation of the state
  • Possibility of obtaining a second citizenship
  • The level of personal freedoms.

The scores range from 10 to 50, except for the visa category, i.e. the number of countries that passport holders can enter without a visa.

Ukraine’s improved position indicates a strengthening of the country’s international status and increased opportunities for Ukrainians in the world.
