The reserve expands opportunities: Defense Department adds new category of deferments

The Ministry of Defense of Ukraine has announced another expansion of the Reserve service, which allows people liable for military service to apply for deferments from mobilization online. This was reported by the press service of the ministry, "Komersant Ukrainian" reports.
The innovation is that now Ukrainians whose parents have a disability of group I or II can submit a digital request.
This is the eleventh category available in the app, and it is part of a broader reform of electronic military records that will take effect on November 1, 2025. The government aims to reduce the human factor, eliminate queues at the CMC and make the decision-making process more transparent and verifiable.
How the new procedure works
All actions take place within the application:
- a person liable for military service submits a request;
- the system automatically checks the data with at least three state registers – the USCIS or the Pension Fund, the civil registry and the birth record;
- if the grounds are confirmed, the deferral is granted automatically and immediately reflected in the electronic military registration document.
The Ministry of Defense emphasizes that the procedure is completely contactless and usually takes from several minutes to several hours.
However, the function has limitations: it is available only to those who are the only adult child of a person with a disability and who have only one parent. If the family has more adult children or two parents, it is impossible to apply.
What is needed for the system to confirm the grounds
The new mechanism requires synchronization of registers – if the data on disability, family composition, or parents’ RNOKPP are not up to date, the request will be rejected. In this case, you need to update the information in the relevant government agencies, after which the procedure will become available.
What is changing in general
As part of the reform, the Ministry of Defense is introducing automatic prolongation of deferrals – users no longer need to re-submit documents if the grounds remain valid.
Online deferments are now available for the following categories in the Reserve
- people with disabilities
- temporarily unfit;
- parents of a child with a disability under 18 years of age;
- parents of an adult child with a disability of group I or II;
- persons with a spouse with a disability of group I or II;
- persons with a father/mother with a disability of group I or II (new category);
- wives and husbands of military personnel with a child;
- parents of three or more children;
- single parents;
- students and postgraduates;
- employees of higher and vocational education.
According to the Ministry of Defense, the digitalization of mobilization processes is one of the key areas of defense sector reform. It is expected that the list of online deferments will be further expanded, and the Reserve will become the main channel of communication between the state and those liable for military service.
