Study abroad results will be officially recognized in Ukraine

The Verkhovna Rada has adopted a bill amending Article 6 of the Law of Ukraine “On Complete General Secondary Education” regarding the recognition of educational results obtained by Ukrainian citizens abroad (No. 12375). This is reported on the website of the parliament, "Komersant Ukrainian" informs.

The explanatory note to the draft law states that “the existing mechanism for recognizing learning outcomes obtained through formal and/or non-formal education, aimed at ensuring the individual educational trajectory of each person within Ukraine, is insufficient and inadequate to recognize the learning outcomes of Ukrainian citizens who acquire relevant knowledge, skills, abilities and other competencies from educational entities located abroad.”

The law aimed to make this mechanism sufficient and adequate. It regulated the mechanism for recognizing the results of Ukrainians’ education abroad.

In fact, Article 6 of the Law of Ukraine “On Complete General Secondary Education” was supplemented with the following part:

“Citizens of Ukraine have the right to recognize the results of their formal and/or non-formal education in educational entities located abroad (except for the state recognized by the Verkhovna Rada of Ukraine as an aggressor state or occupying state) in accordance with the procedure approved by the Cabinet of Ministers of Ukraine.”

The Cabinet of Ministers of Ukraine is to adopt a regulatory act necessary for its implementation within three months from the date of publication of this Law.

According to Olena Shulyak, Chairperson of the Parliamentary Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, the new law protects the rights of Ukrainian schoolchildren. It should also help Ukrainians return home.

As a reminder, Eurostat data show that as of December 31, 2024, Ukrainian citizens accounted for more than 98.3% of beneficiaries of temporary protection in the EU. Adult women account for almost half (44.8%) of those with this status. Children accounted for almost a third (31.9%) and adult men for less than a quarter (23.2%).
