Russia has once again attacked the energy sector: where is the situation most difficult

Last night, Russian troops once again struck Ukraine’s energy infrastructure. As a result of the attacks, consumers in the Zhytomyr and Kharkiv regions were left without electricity. Emergency repair work is continuing in all regions where the security situation allows. This was reported by the Ministry of Energy, according to "Komersant Ukrainian" .

The most difficult situation is in the capital and the Kyiv region

The heaviest load is currently recorded in Kyiv and the Kyiv region. Network restrictions are in place in the capital region, which means that the previously introduced hourly power cut schedules are temporarily not being applied. A return to the planned schedules will only be possible once the situation in the power system has stabilised.

Restoration work in Kyiv and the Kyiv region continues around the clock, despite difficult weather conditions and increased electricity consumption due to the cold weather.

Restrictions and restoration in the regions

As in previous weeks, network restrictions remain in place in the Odesa region, where energy companies continue to deal with the aftermath of previous attacks.

In addition, seven settlements in the Kyiv and Chernihiv regions remain without power due to bad weather. Repair crews from the regional power company are working to restore damaged power lines.

The situation remains most difficult in the frontline and border regions. There, some consumers have been without power for a long time due to active hostilities, which make it impossible to quickly restore infrastructure.

Schedules and emergency blackouts

In most regions of Ukraine, hourly outage schedules are in effect for all categories of consumers, as well as power restriction schedules for industry. In some regions, emergency outages are being enforced due to equipment overload amid high consumption during cold spells.

The Ministry of Energy is calling on citizens to use electricity rationally throughout the day, especially during peak hours in the morning and evening, to reduce the load on the power system.

Russian strikes show signs of crimes against humanity

The Security Service of Ukraine has reported that it has gathered the necessary evidence confirming that Russian strikes on energy infrastructure are part of the Kremlin’s systematic policy aimed at destroying the Ukrainian people and constitute crimes against humanity.

Since the beginning of the current heating season, 256 Russian air strikes on Ukraine’s energy facilities and heating systems have been documented.

Since October 2025, the occupiers have deliberately attacked 11 hydroelectric power plants, 45 of the largest combined heat and power plants, carried out 49 precision strikes on thermal power plants, and 151 strikes on electrical substations in various regions of the country.
