Annual inflation has fallen below 10%, but eggs and basic foods have become more expensive again

Data released by the State Statistics Service show that inflation in Ukraine continues to slow down: in November 2025, the annual rate dropped to 9.3%, while in October it was 10.9%. This is reported by the State Statistics Service, "Komersant Ukrainian" reports.

At the same time, prices increased by 0.4% month-on-month, which is less than in October (0.9%).

What went up the most

Despite the overall slowdown, the price structure shows an uneven distribution of pressure on households. Food prices rose most markedly, by 0. 8% over the month. The largest jump was recorded for eggs, which went up by 12.6%, continuing the trend of previous months.

The growth also affected:

  • vegetables, lard, fish and processed cereals,
  • sunflower oil, pasta, dairy products
  • bread, cheese, beef and butter – by 0.8-4.6%.

At the same time, some categories fell in price. The largest decrease was recorded for:

  • fruit
  • pork
  • sugar
  • poultry meat,
  • rice – by 0.9-3%.

Alcohol and tobacco are the annual leaders in price increases

Prices for alcohol and tobacco increased by 1.2% in November, mainly due to an increase in the cost of tobacco products ( 1.9%). It is this group that demonstrates the largest annual rise in prices – 18.5%, which is significantly higher than the overall inflation trend.

Clothing is getting cheaper, transportation is getting more expensive

Against the backdrop of overall price growth, clothing and footwear fell by 2.3%, with footwear prices falling by almost 3%.

Transportation prices rose by 0.5%, driven by higher rail and road fares and higher fuel prices.

What it means for the economy

Analysts note that the decline in annual inflation below 10% indicates that the price environment has stabilized after the peak loads of 2023-2024. At the same time, the continued high pressure on the food sector may affect household spending, especially in winter, when seasonality traditionally accelerates price growth.
