Kostin’s resignation accepted: Khomenko will become acting Prosecutor General

The decision to dismiss the current Prosecutor General Andriy Kostin has been finally made and will be put to a vote in the Rada along with other personnel issues, Komersant Ukrainskiy https://www.komersant.info/ citing its own sources in Ukraine’s law enforcement agencies.

The resignation of the Prosecutor General may be considered by the Parliament as early as this week. This issue will be put to a vote in the Verkhovna Rada along with other dismissals of ministers .

According to Kommersant Ukrayinskyy https://www.komersant.info/the Verkhovna Rada will have enough votes to dismiss Andriy Kostin.

The main contender for the post of the head of the Prosecutor General’s Office has been named by the media as the head of the Odesa Regional Prosecutor’s Office, former Kyiv City Prosecutor Oleh Kiper.

Sources of Kommersant Ukrayinsky https://www.komersant.info/ sources say that the Verkhovna Rada has had problems with votes in favour of the candidacy of Oleh Kiper.

The latter, as confirmed by several sources, is close to the leadership of the OP.

There are no plans to vote for Kiper at this time because they are not sure whether the Verkhovna Rada has the necessary number of votes. There may also be other reasons.

What we know about Oleksiy Khomenko

Oleksiy Khomenko is the First Deputy Prosecutor General.

He was born: 10 August 1981 in the city of Poltava.

Education: higher education, in 2003 he graduated from the Yaroslav Mudryi National Law Academy of Ukraine with a degree in law.

Oleksiy Khomenko has been working in the prosecution service since 2003:

  • From July 2003 to August 2012, he worked at the Military Prosecutor’s Office of the Central Region of Ukraine as an assistant, senior assistant, deputy military prosecutor of the garrison, prosecutor of the department, and head of the department of the military prosecutor’s office of the region.
  • From August to October 2012, he held the position of Head of the Department for the Protection of Rights and Freedoms of Citizens and Interests of the State of the Prosecutor’s Office of the Central Region of Ukraine for Supervision over the Observance of Laws in the Military Sphere.
  • From October 2012 to April 2014 – Deputy Head of the Department for Protection of Rights and Freedoms of Citizens and Interests of the State of the Department for Human Rights Protection and Representation of the Main Department for Supervision over the Observance of Laws in the Military Sphere of the Prosecutor General’s Office of Ukraine.
  • From April to August 2014 – Deputy Prosecutor of the Central Region of Ukraine for Supervision over the Observance of Laws in the Military Sphere.
  • From August 2014 to September 2020 – Deputy Military Prosecutor of the Central Region of Ukraine.
  • From September to November 2020, he was the Head of the Specialised Prosecutor’s Office in the Military and Defence Sphere of the Central Region.
  • From November 2020 to August 2022, he was the Head of the Kyiv Regional Prosecutor’s Office. After the beginning of the full-scale military aggression, he was involved in the investigation of war crimes in the Kyiv region.
  • From September 2022 to January 2023 – Deputy Prosecutor General.
  • Since 26 January 2023 – First Deputy Prosecutor General.

Awards

By the Decree of the President of Ukraine, he was awarded the Order of Merit, III degree.

He was repeatedly encouraged by the Prosecutor General. He was awarded the badge “Honourable Worker of the Prosecutor’s Office of Ukraine”.

It should be noted that on 29 March, President of Ukraine Volodymyr Zelenskyy dismissed Andriy Smirnov and Oleksiy Dniprov from their positions as Deputy Heads of the Presidential Office.

The next day, on 30 March, First Assistant to the President Serhii Shefir, advisers Mykhailo Radutskyi, Serhii Trofimov and Oleh Ustenko, as well as freelance commissioners for volunteer activities Nataliia Pushkariova and for the rights of defence lawyers Alyona Verbytska lost their positions.
