Jobs for individual entrepreneurs: who will receive compensation in 2025

Starting March 18, individual entrepreneurs and self-employed persons with disabilities will be able to receive reimbursement from the state for the costs of workplace arrangement. This was reported by the press service of the Ministry of Economy, "Komersant Ukrainian" reports
According to First Vice Prime Minister and Minister of Economy Yulia Svyrydenko, the program expands opportunities for people with disabilities. From now on, individual entrepreneurs, self-employed persons and those who want to start their own business can receive funds for special furniture, devices, lifts or ramps.
“Starting from March 18, individual entrepreneurs and self-employed people with disabilities will be able to receive compensation from the state for the arrangement of their workplaces,” Svyrydenko said.
The innovations also apply to veterans with disabilities. Previously, compensation was provided only for new employment, but now employers can receive it for those who return to their previous job after being wounded.
Previously, if a veteran returned to his or her workplace with an injury, the employer was not paid, because it was not considered new employment.
The amount of compensation:
- up to UAH 120 thousand – for the arrangement of workplaces for people with disabilities of group I;
- up to UAH 80 thousand for people with disabilities of group II.
You can apply for compensation for workplace arrangement online on the Diia portal or offline by contacting the employment center at the place of business.
How to receive compensation
- log in to the Diia portal using a QES; fill out an application:
- provide information about the person with a disability and the equipped workplace;
- attach documents confirming employment, purchase of auxiliary aids and a document confirming the disability of the employee/individual entrepreneur/self-employed person;
- indicate the IBAN of your account;
- sign the application by the CEP.
The application is processed within 10 business days. In case of a positive decision, the funds will be credited to the applicant’s account within 5 days.
The Ministry of Economy reminded that the Government introduced a program to compensate employers for the costs of arranging workplaces for people with disabilities in August 2023.
Who can receive compensation
The following are eligible to participate in the program:
- Individual entrepreneurs with disabilities;
- Self-employed persons with disabilities;
- People with disabilities who plan to start their own business;
- Employers who create jobs for veterans with disabilities, including those returning to their previous jobs.
Program results: figures and facts
The program was launched in August 2023 as part of the Work Without Barriers project. During this time:
- In 2024, more than 1500 entrepreneurs received compensation for UAH 129 million, creating almost 2000 jobs;
- Since the beginning of 2025, the state has paid UAH 34 million to create 448 jobs for people with disabilities.
These figures demonstrate the popularity of the initiative and its impact on the inclusiveness of the labor market.
