Work without barriers: the state has paid hundreds of millions for inclusion

Ukraine has a state compensation program for employers who hire people with disabilities and create inclusive workplaces for them. The average amount of such a payment is currently UAH 77,000. This was reported by "Komersant Ukrainian" with reference to the State Employment Service of Ukraine.

According to the State Employment Service of Ukraine, in 2025 alone, UAH 177 million was allocated to implement the program, and since its launch, the total amount of funding has reached UAH 309 million.

How much and for what does the state compensate?

The program provides for the following maximum compensation amounts:

  • up to UAH 80 thousand for the arrangement of a workplace for a person with a disability of group II;
  • up to UAH 120 thousand for employees with group I disabilities.

In total, employers who have employed almost 4.3 thousand people, including 389 employees with group I disabilities, have already received compensation.

What exactly is purchased with compensation funds

Employers most often equip workplaces with public funds by purchasing

  • tactile materials for floors and stairs, sliding doors, wall handrails
  • stair crawler lifts and lifting platforms for people in wheelchairs;
  • wheelchairs with electric drive;
  • specialized furniture and functional office chairs;
  • computer equipment with vision protection devices;
  • communication equipment and specialized accessories (telephones, headphones) for employees with hearing impairments.

Where the program is most actively used

According to statistics, most employers who have used the compensation program operate in:

  • Kyiv region – 607 employers;
  • Cherkasy region – 598;
  • kyiv city – 354.

Who can receive compensation

The following can apply for compensation:

  • employers who have hired a person with a disability of group I or II and equipped a workplace for him or her;
  • employers who have created a job for a serviceman with a disability, in particular
  • after demobilization;
  • upon returning to the previous position;
  • when applying for a new job;
  • Individual entrepreneurs and persons engaged in independent professional activities, if they themselves have a disability of Group I or II.

How to get compensation: step by step

To receive funds, you must:

  • Arrange a workplace for a person with a disability.
  • Apply to the employment center within 180 calendar days.

Submit:

  • a paper application to the employment center, or
  • an electronic application through the Employment Service website.

Within 10 days, receive a decision on the application and transfer of funds to the IBAN account.

The state compensation program not only helps businesses reduce costs but also promotes real inclusion in the labor market by creating accessible and safe working conditions for people with disabilities and veterans.
