Employers face fines for harassment of employees

The Verkhovna Rada has adopted in the second reading and in general the draft law No. 11044, which allows employers to be inspected for complaints of harassment of employees, providing for a fine of up to UAH 3,400. This is reported on the website of the Verkhovna Rada, "Komersant Ukrainian" informs
The document was supported by 245 MPs.
What employers will be punished for
As noted in the explanatory note to the bill, in 2023, the State Labor Service and territorial bodies received 553 appeals regarding signs of mobbing, i.e. harassment or humiliation of employees in the workplace.
Previously, during martial law, inspections of employers due to mobbing were prohibited. The draft law should ensure the possibility of unscheduled inspections of employers at the request of an employee or trade union, even during martial law
Mobbing is an action by an employer or individual employees of a labor collective to humiliate the honor and dignity of an employee, his or her professional reputation in the form of psychological and economic pressure, creating a tense, hostile and offensive atmosphere towards him or her.
What are the fines?
on December 1, 2022, the Verkhovna Rada established administrative liability for mobbing (harassment) at work.
Thus, mobbing is punishable by a fine of UAH 850 to UAH 1700 or community service lasting 20 to 30 hours.
If the violation is committed by individual entrepreneurs who use hired labor or officials, they face a fine of UAH 1700 to 3400 or 30 to 40 hours of community service.
