Russia will receive a “tough response”: Trump to arm Ukrainian Armed Forces with missiles capable of reaching Moscow

On Monday, July 14, US President Donald Trump is preparing to make an “aggressive statement” regarding Russia and a plan to provide military aid to Ukrainian soldiers. This was reported by "Komersant Ukrainian" with reference to Axios.

The media outlet writes that the plan is likely to include long-range missiles that can reach targets deep inside Russian territory. In particular, these missiles could reach the Russian capital.

Trump is very angry with Putin. His statement will be very aggressive,” Senator Lindsey Graham told reporters.

It is expected that the American leader will technically announce his intentions to help Ukraine at a meeting with NATO Secretary General Mark Rutte. However, according to the media, citing its own sources, the assistance will not be free: Kyiv’s European allies will pay for weapons for the Ukrainian Armed Forces.

It should be noted that this scheme was proposed by Ukrainian President Volodymyr Zelenskyy during the NATO summit two weeks ago when he spoke with Donald Trump.

The US has provided Ukraine with more than 114 billion euros in aid since 2022: most of it spent on weapons

Since the beginning of the full-scale invasion in February 2022, the United States has provided Ukraine with a total of €114. 6 billion in aid, which is approximately 0.5% of US GDP. This is according to data collected by the Kiel Institute for the World Economy and CSIS through April 2025.

The largest share of total aid is military support – 64.6 billion euros (0.3% of US GDP). Financial assistance amounted to €46.6 billion (0.2%), and another €3.4 billion (0.016%) was allocated for humanitarian needs.

Most of the US aid is actually spent within the US. According to CSIS, 60% of the funds are used to produce weapons and replenish its own stockpiles, 25% are spent directly on the needs of Ukraine, and another 15% are distributed to other countries.

The peak volumes of allocated aid were observed from August to December 2024. Back then, it was about €26.8 billion. Steady growth in funding was also recorded from July to September 2022(€15.6 billion) and from January to March 2023(€12.7 billion). Instead, in the first quarter of 2025, there was a decline in volumes. During this period, Ukraine received only €0.5 billion.

Of the total amount of military aid, only 33% has already been disbursed, 24% is listed as reserved, and 40% has been allocated but not yet implemented. In addition, 3% of the previously envisaged supplies have expired.

According to the Kiel Institute, Ukraine is most dependent on the supply of multiple launch rocket systems (HIMARS) – 86% of all provided samples are made in the United States. Also critical are the supply of ammunition for howitzers (152/155 mm) – 82%, Patriot systems (70%), infantry fighting vehicles (70%), and Iris-T systems (59%). In the supply of tanks, the American share of aid is only 10%.
