Russians are being prepared for war: Putin announces new military training camps

Russian dictator Vladimir Putin has signed a decree to draft Russians for military training in 2026. The document was published by Russian media on December 8, "Komersant Ukrainian" reports
The document provides for the involvement of reservists in training activities and combat training over the next year.
Who will be drafted
The decree applies to
- russians in the reserve of the Russian army;
- citizens from the reserve of the Russian Emergencies Ministry;
- reservists of the Russian Guard.
In fact, it is an extended coverage of persons who may be involved in the preparation or participation in hostilities if necessary.
Part of the decree is classified
There are two clauses in the document that are hidden from publication. The Kremlin does not explain what exactly is hidden, but it may relate to
- the volume of conscription
- conditions for attracting reservists,
- plans for additional mobilization activities.
Such classified provisions are regularly found in Russian decrees, especially after the start of a full-scale war against Ukraine.
An annual Kremlin practice
Such collective campaigns are announced annually in Russia, but in the context of war they take on a new meaning. Russia is trying to:
- maintain the required number of troops;
- prepare reservists for possible deployment;
- test mobilization mechanisms.
In 2022-2025, such measures often preceded or accompanied waves of covert mobilization.
Resources to continue the war will be enough for 12-18 months
Earlier, the director of the Carnegie Center for Russian and Eurasian Studies said that Russia has sufficient human and financial resources to sustain the war against Ukraine for about 12-18 months.
The decree on military training may be:
- preparation for the next waves of mobilization,
- a signal of a shortage of trained soldiers,
- an attempt to restore the combat capability of exhausted units.
What it means for Ukraine
The Kremlin continues to build up its mobilization potential; the preparation of the reserve indicates its intention to wage war for the long term; the hidden clauses of the decree are a sign of secret mobilization plans.
Ukraine and its partners receive an additional signal that Russia has no plans to reduce the intensity of the war in the near future.
