Russians launch mortgage in occupied territories of Ukraine: offer housing in Bakhmut and Kramatorsk

ANALYSIS FROM The Russian authorities have announced the launch of a preferential mortgage lending program for the purchase of housing in destroyed Ukrainian cities such as Bakhmut.
Starting from April 1, 2025, Russians will be able to take out mortgages for secondary housing in a number of Ukrainian cities. In particular, in Kramatorsk (under the control of Ukraine), Sloviansk, Dobropillya, Druzhkivka and Kherson.
This was reported by the operator of the Dom.RF preferential program, which is part of the Russian mortgage initiative. According to him, the Family Mortgage program is supposed to make it possible to purchase secondary housing in apartment buildings in 901 settlements.
“The list is based on the data from the Unified Information System of Housing Construction “Nash.dom.RF”. It includes cities where no more than two apartment buildings were built by the beginning of 2025,” the publication says.
Families with at least one child under the age of 6 are eligible to participate in this program and can get a mortgage at a 6% per annum rate.
“According to the terms, it will be possible to buy a ready-made apartment only in an apartment building that is not older than 20 years and is not recognized as an emergency. It will be possible to purchase housing on the secondary market on preferential terms only once,” the bank said.
The list of cities where Russians can take advantage of this program includes Konstantinovka, Kramatorsk, Kherson, Beryslav, Chasiv Yar, as well as the destroyed cities of Maryinka, Bakhmut and Avdiivka.
Russia plans to continue seizing Ukrainian cities
Petro Andriushchenko, head of the Center for Occupation Studies and former advisor to the mayor of Mariupol, who drew attention to this mortgage program, believes that with this step, the Russians clearly demonstrate their intentions to further seize Ukrainian cities.
Andriushchenko noted that the preferential mortgage for secondary housing for families with children will be available for only three months, from April 1 to June 30, 2025. The general list includes 901 settlements where construction does not exceed two apartment buildings.
“Donetsk was included in the list, but Luhansk, Mariupol and even Zaporizhzhia were not. This is perhaps the greatest impudence and the clearest demonstration of Russia’s plans for the entire period since the summer of 2022. It is absolutely obvious. It all sounds like a confirmation of the Russians’ peaceful intentions, yeah,” he wrote.
In a conversation with Channel 24, Andriushchenko also noted that the occupiers also announced a large-scale reconstruction of roads in the Kherson region, in particular in the unoccupied territories. In addition, it is planned to build new bridges across the Dnipro River, which will be part of a broader infrastructure program.
As a reminder, the Ministry of Communities and Territories Development has updated the list of territories where hostilities are ongoing and those temporarily under Russian control. This document categorizes the regions by the level of security and the state of control by the Ukrainian authorities.
The updated list is key for determining the status of war-affected persons, as well as for regulating social payments, providing state aid, organizing humanitarian aid and restoring infrastructure. This list will be used to make decisions regarding the safety of civilians, evacuation, and access to administrative services.
According to the latest reports, the Russian Federation continues to commit crimes against Ukrainian children, holding up to 1.6 million minors under its control, both deported and living in the occupied territories.
