NABU launches criminal proceedings against Ukrenergo CEO Kudrytskyi

The National Anti-Corruption Bureau has announced that it has initiated criminal proceedings against Ukrenergo CEO Volodymyr Kudrytskyi on the basis of a ruling by the Supreme Anti-Corruption Court, Komersant ukrayinskyi reports
“Based on the decision of the investigating judge of the Supreme Anti-Corruption Court of 17.07.2024, the detectives of the National Bureau entered information into the Unified State Register of Pre-trial Investigations under Part 1 of Article 209 of the Criminal Code of Ukraine(Legalisation (laundering) of the proceeds of crime – ed.) within the time limits provided by the current legislation,” the NABU said in response to a request from Kommersant Ukrainian
.
The Bureau clarified that the NABU registered the statement about Kudrytskyi’s alleged criminal offence “after it was received”.

HACC decision
The HACC ordered the NABU to open criminal proceedings against Ukrenergo CEO Kudrytskyi under corruption-related articles.
The text of the HACC Ruling of 17 July states that the inaction of the NABU’s authorised persons regarding “failure to enter into the URPTI information about the possible commission of criminal offences under the law by the Chairman of the Board of NPC Ukrenergo PERSON_8 (Kudrytskyi – ed.) of criminal offences under Art. 209, Art. 364, Art. 368 of the Criminal Code of Ukraine, which, in accordance with the provisions of Art. 33-1 of the CPC of Ukraine, taking into account the provisions of paragraph 2 of part 5 of Art. 216 of the CPC of Ukraine, fall within the jurisdiction of the High Anti-Corruption Court.”
What is the crime about?
The media have reported several different circumstances that are being investigated by the NABU in relation to the activities of Ukrenergo CEO Kudrytskyi:
- the formation of bad debts for NPC Ukrenergo through the free supply of electricity to United Energy,
- the purchase of several hundred bulletproof vests at an inflated price.
Kudrytskyi’s position
According to Kudrytskyi himself, the case that the NABU ordered the HACC to open on 17 July concerns the purchase of bulletproof vests by the state-owned company.
Prior to the start of such a criminal investigation, the head of Ukrenergo said that he treated it as “an attempt to create an information pretext and a throw-in” .
