The development of the Reserve app cost over UAH 3.4 million

The Reserve app cost a lot, but no budget funds were spent on its development. Deputy Minister of Defence Kateryna Chernogorenko said this in an interview with Forbes, Kommersant Ukrainian reports.

According to her, the development was funded by donors, and several teams created the app.

“The development was financed by a charity fund, and it was much cheaper. The cost of the transferred app is UAH 3,413,448 including VAT (about $86,000),” Chernogorenko said.

The official clarified that the application will need to be developed, and therefore it is possible that its cost will increase with the increase in functionality.

According to Chernogorenko, several teams worked on the app.

“This is not just the front-end. It’s a lot of work to synchronise with registers and make sure Oberih is ready to withstand the load. The internal teams of the Ministry of Defence and other ministries, such as the Ministry of Internal Affairs, have done a lot. Now it takes a few seconds to get a response from the Oberig register in the app. It was a huge challenge for us to achieve this result,” she said.

What is the Reserve?

On 18 May, the Ministry of Defence of Ukraine launched the Reserve mobile application for persons liable for military service, conscripts and reservists. This is due to the entry into force of the updated law on mobilisation.

The Reserve was created so that men could quickly update their data and access information in the Oberig register of persons liable for military service.

Why was Reserve criticised?

After the launch, the app worked with errors and did not allow logging in via BankiD. In addition, according to IT experts, it could pose a hidden threat.

As of 21 May, 700,000 people had updated their data in the Reserve.
