Rubio denies claims that the “peace plan” was not drawn up by the United States

The plan being circulated by the media in recent days to end the war in Ukraine, called Trump’s “peace plan,” is a proposal from Russia, not a US development. According to two U.S. senators, Secretary of State Marco Rubio told them and other members of the U.S. Senate delegation at the International Security Forum in Halifax, Canada, by phone on Saturday, November 22. Later, Rubio himself denied the senators’ words, "Komersant Ukrainian" reports.

“This is not our recommendation, this is not our peace plan,” Republican Senator Mike Rounds told reporters at the event, as quoted by dpa. He emphasized that the document was not published, it was “leaked.” And non-partisan Senator Angus King called the 28-point plan “essentially a Russian wish list.”

According to the politicians, Rubio made the call at the senators’ request and also allowed them to make the details of the conversation public. The secretary of state allegedly said, in particular, that this document was a proposal from the Russians, received by President Donald Trump’s special envoy Steven Vitkoff. The United States was supposed to act as an intermediary and pass the plan on to the Ukrainians. “The goal was to take what is now publicly discussed in the news and give the Ukrainians a chance to respond to it,” the American newspaper Politico quoted Rounds as saying.

During the conversation, Rubio allegedly also said that he was not aware of Trump’s plans to cut off military aid and intelligence to Ukraine if the country’s authorities reject the proposed plan.

Rubio: The proposal for peace was developed by the United States

The head of the State Department himself denied the senators’ words, which were said with reference to him. “The peace proposal was developed by the United States. It is offered as a solid basis for ongoing negotiations. It is based on the proposals of the Russian side. But it is also based on previous and ongoing proposals from Ukraine,” Rubio wrote on social network X.
