Ruvin was appointed to a position in the SBI, despite alleged second citizenship

Oleksandr Ruvin, who previously headed the Kyiv Scientific Research Institute of Forensic Expertise, started working at the State Bureau of Investigation on January 10, 2025. He holds the position of advisor to the Patronage Service on a one-year contract. This was reported by the SBI in response to a requestfrom Skhemy, "Komersant Ukrainian" reports.
The bureau explained that the Patronage Service is a structural unit that supports the work of the SBI management and reports directly to the director.
Ruvin’s responsibilities include preparing legal materials for the management’s trips within the country and abroad, developing proposals to improve the SBI’s legal support, introducing new approaches based on case law, and organizing analytical work.
The SBI also noted that Ukrainian law does not require special vetting of candidates for the appointment of advisors to the Patronage Service. Apparently, the SBI does not care about information about Ruvin’s second citizenship.

Oleksandr Ruvin headed Kyiv Scientific Research Institute of Forensic Expertise for more than 13 years and lost his position because the Ministry of Justice simply refused to sign a new contract with him.
Under his leadership, the institute has repeatedly been at the center of scandals related to the conduct of examinations in high-profile cases, such as Rotterdam, the Nasirov case, and others.
Earlier, journalists of the Schemes program suggested that Ruvin might lose his position due to his alleged second citizenship, Israeli, which he declared when applying for access to state secrets.
In addition, back in 2021, Bihus.info journalists conducted an investigation that showed that Ruvin’s lifestyle and wealth did not correspond to his declared income. The country’s former chief expert and his wife drive luxury cars and live in an elite residential complex, with apartments costing a million euros each.
However, after this investigation, Ruvin continued to head KFI until December 31, 2024.
