Real estate market in 2025: where apartments are getting cheaper and where they are rising in price

The Ukrainian housing market in 2025 continues to show activity despite the difficult economic situation and the war. According to OLX Real Estate, median prices for one-bedroom apartments in most cities of the country have increased by 15-25% over the past year, "Komersant Ukrainian" reports.

At the same time, the highest price increases are observed in western Ukraine and in large cities, where demand remains consistently high.

Record-breaking price increases

In August 2025, compared to the same period in 2024, the largest increase in the cost of one-bedroom apartments was recorded in Odesa (26%, up to UAH 1.7 million or $41 thousand), Uzhhorod (25%, up to UAH 2 million or $48 thousand) and Vinnytsia (21%, up to UAH 2.1 million or $50.6 thousand).

Prices also rose significantly in Kharkiv (17%, to UAH 857 thousand or $20.6 thousand) and Rivne (17%, to UAH 1.5 million or $36.1 thousand). In Kyiv, which traditionally remains the most expensive city, the median price increased by 16% to UAH 3.1 million ($74.6 thousand). Chernivtsi showed similar rates – UAH 1.7 million ($41 thousand).

In the west of the country, the rise in price was particularly noticeable in Lviv (15%, UAH 2.3 million or $55.8 thousand), Ivano-Frankivsk (14%, UAH 1.8 million or $43.7 thousand) and Ternopil (15%, UAH 1.9 million or $46.1 thousand).

Experts attribute the rise in prices in western Ukraine to the relative security of the region, high demand among IDPs and investors, and a limited number of new construction projects.

Cities with moderate growth

Moderate growth rates – 11-12% – were recorded in Cherkasy (UAH 1.6 million or $38.8 thousand), Khmelnytskyi (UAH 1.4 million or $34 thousand), and Lutsk (UAH 1.7 million or $41.3 thousand).

Zhytomyr (10%, UAH 1.5 million) and Chernihiv (9%, UAH 1.2 million) also showed positive dynamics, although demand in these cities is more cautious due to their proximity to the northern border.

Prices went up by 3-5% in Kropyvnytskyi, Dnipro (UAH 1.1 million or $26.7 thousand), Poltava (UAH 1.2 million or $29.1 thousand) and Mykolaiv (UAH 763 thousand or $18.5 thousand).

Cities where apartments have fallen in price

The only cities where housing prices decreased were Kherson (-6%, 580 thousand UAH or $14 thousand) and Zaporizhzhia (-2%, 647 thousand UAH or $15.6 thousand). Both cities are located near the war zone, which significantly reduces demand and forces sellers to make concessions to buyers.

Experts note that in these regions, some transactions are concluded with significant discounts, and investors mostly refrain from buying, waiting for the security situation to stabilize.

Reasons for the rise in price

Market analysts point to several key factors that influenced the price increase:

Increased demand in safer regions. Western Ukraine remains attractive for internal migrants and those looking for an alternative to big cities.

Shortage of new buildings. Many developers froze projects in 2022-2023, which reduced supply on the market.

Inflationary factor. The rising cost of building materials and higher wages in the construction sector are driving up prices for finished housing.

Investment interest. Some buyers see real estate as a tool for preserving capital in the face of financial market instability.

Forecasts for the rest of the year

Experts estimate that by the end of 2025, prices for one-bedroom apartments may rise by another 5-7% in cities with high demand, including Kyiv, Lviv and Vinnytsia. In the east and south of Ukraine, the situation will remain unstable, with both slight increases and further price declines possible.

The median price in Ukraine is already 13% higher (12.8% in dollar terms) than in August 2024. Thus, the housing market is showing signs of a gradual recovery, but it is uneven and depends on regional factors and the security situation.
