The fuel market has set a record: which regions are buying the most

During the winter of 2025–2026, Ukraine recorded record fuel sales. Total sales of gasoline, diesel fuel, and autogas through gas station networks amounted to 2.06 billion liters, which is 17% more than during the same period a year earlier. This was reported by Enkorr, citing industry analytics, according to "Komersant Ukrainian"

Why fuel sales surged

The main feature of the season was that winter sales exceeded the traditional peak periods of August–October, which are usually considered the busiest in the fuel market.

Experts cite increased demand for fuel for generators, which persisted at least until mid-February, as the main reason for the growth.

What were the fuel volumes on the market

According to data from the “A-95 Consulting Group,” the total fuel balance on the Ukrainian market in winter increased by 16% and amounted to 2.6 million tons.

Market breakdown:

  • gasoline — 631,400 tons (17%)
  • diesel — 1.7 million tons (15%)
  • autogas — 278,000 tons (16%).

These supply volumes ensured stable coverage of demand across all regions of Ukraine.

In which regions did consumption grow the most

The largest sales growth was recorded in:

  • Kyiv Oblast — 24% (477 million liters)
  • Sumy region — 24% (43 million liters).

Significant growth—over 20%—was also seen in:

  • Cherkasy region
  • Poltava Oblast
  • Kharkiv Oblast
  • Chernihiv Oblast
  • Vinnytsia Oblast.

Smallest increase:

  • Zhytomyr Oblast — 7%
  • Zakarpattia Oblast — over 8%
  • Rivne Oblast — over 8%.

Which regions led in sales

The largest volumes of fuel sales traditionally fell to:

  • Kyiv Oblast
  • Dnipropetrovsk Oblast
  • Lviv Oblast.

Together, these regions accounted for 39% of all sales in Ukraine, selling 812 million liters of fuel.

What is happening with fuel imports

Analysts also note an increase in gasoline imports. In February 2026, Ukraine imported 190,000 tons of gasoline, which is:

  • 18% more than in January
  • 2.4 times more than in February 2025.

Experts attribute this to stable demand and the need to maintain fuel reserves amid energy risks.
