It risks losing billions: Ukraine disrupts the implementation of the EU’s Ukraine Facility plan

Ukraine will not be able to fulfill its obligations for the fourth quarter of 2025 under the Ukraine Facility financing program from the European Union.

This was announced by the Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy Danylo Hetmantsev, "Komersant Ukrainian" reports.

The MP noted that last year Ukraine almost closed all the indicators under the Ukraine Facility program on time, choosing all the funding provided by the EU, while in 2025 everything is much worse.

“According to the RRR4U consortium, which carries out monthly independent monitoring of Ukraine’s plan, this year we have not closed a single quarter without “debts,” Hetmantsev emphasized.

According to him, the delay in fulfilling obligations

  • for the first quarter: increase in the HACC staff (indicator 4.3);
  • for the second quarter: review of judges’ integrity declarations and their verification (3.5) and digitalization of enforcement proceedings (3.8);
  • for the third quarter: filling at least 20% of judicial vacancies (3.1) and adoption of the “integration package” in the electricity sector (10.5).

The MP noted that together, these unfulfilled indicators for three quarters deprived us of €1.7 billion in aid (more than 10% of the uncovered need for funds for 2026).

Mr. Hetmantsev said that as of early December, there were 15 unfulfilled indicators for the fourth quarter, which should have been closed by the end of 2025 (only 5 indicators were fulfilled three times less).

About half of the Q4 indicators require the adoption of relevant laws (the price of the issue is EUR 2.2 billion in receipt/non-receipt), some of which have not yet been submitted to the Verkhovna Rada by those responsible for their preparation.

“Of course, there are still three weeks left, but it is obvious that it is unrealistic to close all the planned indicators during this time. Instead of conclusions, there are questions about executive discipline. The tasks were definitely not more difficult than a year ago. We determined their content and deadlines ourselves. We have even more time than last year,” emphasized Getmantsev.

He believes that the state of implementation of the Ukraine Facility plan by the relevant authorities should be reflected in the results of the performance evaluation of top civil servants of ministries and agencies in 2025.

Ukraine Facility program

The Ukraine Facility is a multi-year financial assistance program for Ukraine from the EU. It envisages the provision of EUR 50 billion over the period of 2024-2027. Of this amount, 39 billion euros will be allocated to the state budget to strengthen macrofinancial stability. The rest will be used as a special investment instrument to cover risks in priority sectors, cover interest on loans, etc.

The Ukrainian government, in turn, has adopted a plan to fulfill the conditions for receiving this assistance. The plan includes European approaches to public administration reform, the fight against corruption, and economic and sectoral reforms in various industries, from energy to agriculture. In addition, the document outlines “cross-cutting areas” such as the “green” transition, digitalization, and European integration.

In 2024, the state budget received more than €16 billion under the Ukraine Facility initiative. This is the largest amount of Western support, accounting for 40% of the country’s external financing in 2024.

In total, the Ukraine Facility provides €9.3 billion for investment projects for2024-2027:

  • €7.8 billion in guarantees;
  • eUR 1.5 billion in grants.

Ukraine received a smaller amount than expected as part of the fourth tranche of assistance under the Ukraine Facility program. This is due to the fact that the country has not implemented 3 of the 16 reforms required to receive the full amount of funds.

The European Commission spokesperson warned that if all the benchmarks were met, Ukraine would receive €4.5 billion. As a result, Ukraine has not received almost 1.5 billion euros.
