Peace Summit: why some countries refused to sign the communiqué

The joint communiqué of the Global Peace Summit was supported by 80 countries and 4 organisations. While seven participants refused to sign it. Subsequently, Iraq and Jordan withdrew their signatures from the communiqué, resulting in 78 countries supporting the document aimed at achieving peace in Ukraine. [ Kommersant asked the political scientist why some countries refused to sign the communiqué.
The joint communiqué was supported by 78 countries and four organisations, including the European Council, the Council of Europe, the European Parliament and the European Commission.
The number of countries that refused to sign the document reached 15. In addition to Iraq and Jordan, they include Armenia, Bahrain, Brazil, Colombia, Vatican City, India, Indonesia, Libya, Mexico, Mexico, the United Arab Emirates, Saudi Arabia, South Africa, Thailand and the United Kingdom.
Political analyst Ruslan Bortnik told Kommersant Ukrainian that the countries that refused to sign the communiqué at the peace summit do not want to be seen as Ukraine’s allies today, but rather want to maintain their neutral status.
“They want to continue to bargain about their role and their possible support for this or that model of peaceful settlement. Relatively speaking, Ukrainian or Chinese, or Turkish, or Russian, or any other. They do not want to be in the tail, in the stream of countries that support Ukraine without any concessions, any benefit obvious to them,” he said,

According to the political scientist, “the position of these countries is also influenced by the position of China and Russia, which, through their diplomatic and economic channels, are trying to bleed out the Ukrainian attempt to promote a certain peaceful narrative as much as possible.”
“These are the two key reasons why many countries did not attend, some visited but did not sign, and some even withdrew their signatures after signing,” Bortnik said,

The political analyst at also explained what could change the minds of these countries.
“Everything will depend on the situation at the front and the prospects around Ukraine in general. It will depend on the results of the American elections, on the formation or non-formation of the Russian-Chinese bloc, on the geopolitical situation,”
