SBU investigates circumstances of destruction of plant in Kremenchuk after its location leaked to public

The Security Service of Ukraine is investigating the circumstances of a missile and drone strike by Russian troops on an industrial enterprise in Kremenchuk, which was destroyed in an attack on the night of December 7, 2025. The special service said that Russia’s massive missile and drone strikes on civilian infrastructure, including facilities in Kremenchuk, qualify as war crimes.
“Investigators of the Security Service of Ukraine qualify massive missile and drone strikes by Russia against the civilian infrastructure of Ternopil, Kremenchuk and Chernihiv as war crimes. Criminal proceedings have been initiated over these facts. Pre-trial investigations are ongoing,” the SBU said.
The agency also emphasized that within the framework of criminal proceedings, a set of investigative actions is being carried out to establish all the circumstances of the events and the persons involved in the offenses.
At the same time, the SBU emphasized that the details of the pre-trial investigation are not subject to disclosure at this time.
“Taking into account the requirements of Article 222 of the Criminal Procedure Code of Ukraine, the pre-trial investigation information you are requesting is not subject to disclosure at this time,” the special service said in a response.
Russians destroyed a Kremenchuk plant with a missile: photos of the location were leaked online by local politicians

Among those who posted photos of the plant on their social media was Bohdan Lazorenko, a member of the Kremenchuk City Council and head of the European Solidarity faction. Documents from the city council’s decisions with a detailed plan of the territory of the future oil refinery were published in the local media, in particular, on the pages of the Kremenchuk newspaper.

The publications were accompanied by an ongoing public conflict over the land allocation for the plant. City officials claimed that all decisions were made after a Supreme Court ruling and public hearings, while opponents insisted on alleged violations of the city’s Master Plan. Litigation over this issue is ongoing.
One way or another, the publication of the details of the plant’s location could have been a source of data for a Russian strike. Investigators will now determine whether this is true.
The SBU also confirms that, in addition to the Kremenchuk incident, they are also investigating the destruction of the Orion plant in Ternopil by Russians and the attack on the regional music and drama theater in Chernihiv (after a meeting of drone manufacturers was announced on social media).
