SBU exposes shadow schemes in Kyivtransparkservice: losses amount to UAH 23 million

The Security Service of Ukraine (SBU) has exposed 4 former heads of the Kyivtransparkservis utility company of the Kyiv City State Administration (KCSA) on shady parking schemes in the capital that caused budget losses of more than UAH 23 million, "Komersant Ukrainian" reports.

These are the former heads of the utility company who worked in this position during 2018-2023.

According to the case file, the defendants “did not notice” that a significant number of Kyiv parking lots paid deductions to the city budget not for all their parking spaces, but only for a part of them.

The Prosecutor General’s Office clarified that in 2018-2023, officials transferred parking lots managed by Kyivtransparkservis to controlled commercial entities for paid use. Entrepreneurs had to pay a certain amount to the budget for each parking space.

“At the same time, the audits revealed that more parking spaces were arranged at the sites than stipulated in the contract. On average, about 50% of parking spaces were in shadow use. No money was paid to the budget for these additional spaces. However, having information about these violations, the heads of the utility company did not conduct any inspections of the parking lots and did not terminate contracts with entrepreneurs who worked with violations,” the CSO said.

As a result, the utility company did not receive more than UAH 23 million that drivers paid for parking. This is confirmed by the findings of an independent forensic economic examination.

During the searches of the administrative buildings of the Kyiv City State Administration, Kyivtransparkservis and the suspects’ residences, the police found mobile phones, large amounts of cash and documents with evidence of illegal activity.

SBU investigators have served all 4 former executives of the utility company a notice of suspicion under Part 2 Art. 367 of the Criminal Code of Ukraine (gross negligence that caused grave consequences).

The issue of choosing a measure of restraint is being decided. The offenders face up to 5 years in prison.
