U.S. Senators introduce new $54.6 billion aid bill for Ukraine

On July 31, a bipartisan group of U.S. senators registered a bill on a large-scale package of support for Ukraine totaling $54.6 billion for the 2026-2027 fiscal years. This was reported by The Hill, "Komersant Ukrainian" reports.
The initiative was presented by Senators Jeanne Shaheen (Democratic Party) and Lisa Murkowski (Republican Party).
According to Ukraine’s Ambassador to the United States Oksana Markarova, the bill provides for:
- $30 billion for security assistance to the Armed Forces of Ukraine;
- $500 million for emergency assistance in case of emergencies;
- $3 billion for the FMF program (international military financing);
- increasing the limit on direct presidential allocations of weapons (PDA) to $6 billion;
- $600 million to support law enforcement, anti-corruption programs and war crimes investigations.
The document also provides for the creation of a trilateral initiative between the United States, Ukraine, and Taiwan to jointly develop and produce drones. It is budgeted at $1 billion.
It is also proposed to allow the transfer or sale of confiscated illegal weapons to Ukraine and to take measures to confiscate frozen Russian assets.
“This law ensures that Ukraine can continue to resist Russia’s illegal and brutal war,” said Senator Mierkowski.
The day before, the Senate Committee approved the US defense budget with $1 billion in aid to Ukraine, and in July, the State Department approved two arms packages worth $322 million (HAWK and Bradley infantry fighting vehicles).
In addition, Donald Trump confirmed that the United States, with the participation of NATO allies, will provide Ukraine with 17 more Patriot air defense systems purchased through European programs.
