The average salary in Ukraine exceeded 27 thousand: in which regions the highest salaries are paid

The labor market in Ukraine is showing stable, albeit slow, growth dynamics. In November 2025, the average salary in Ukraine continued to grow and crossed the UAH 27 thousand mark, meaning that the income of full-time employees increased by almost a percentage point.
This is evidenced by official data from the State Statistics Service, "Komersant Ukrainian" reports.
General figures
The average nominal salary in Ukraine in November 2025 amounted to UAH 27,167.
This is 0.9% more than in October. The upward trend in wages continues despite the difficult economic situation.
Where the highest salaries are paid
Traditionally, the capital remains the leader in terms of income. The gap between Kyiv and other regions is significant – people in the capital earn twice as much as those in the outsiders of the rating.
Regions with the highest salaries:
- м. Kyiv – UAH 40,633
- Dnipropetrovska oblast – UAH 31,706
- Luhansk region – UAH 31,340
Regions with the lowest incomes:
- Kirovograd region – 19 079 UAH
- Chernivtsi region – 19 096 UAH
- Chernihiv region – 20 344 UAH
Who is paid the best
Statistics by type of activity clearly shows the market priorities. Technology remains the highest paid field, while socially important professions are at the bottom of the list:
- The highest salary: “information and telecommunications” – UAH 66,934
- The lowest salary: education – UAH 16,622
Thus, the average IT employee earns four times more than the average teacher.
Salary arrears
The State Statistics Service also released data on wage arrears. As of December 1, 2025, employers owed employees UAH 3.8 billion.
