Average salary in Ukraine in July 2025: what has changed and where it is paid the most (infographic)

The labor market in Ukraine continues to demonstrate resilience and gradual growth despite the challenges of wartime and economic instability. In July 2025, the average salary in the country remained at UAH 25,000, which is the same as in June, but 22% higher than in July 2024, according to Work.ua, based on 191,545 vacancies. However, wage growth is uneven, and regional differences remain significant, "Komersant Ukrainian" reports, citing Novosti.LIVE.
Average salary by region in Ukraine
In July 2025, the average salary in different regions of Ukraine varies from UAH 18,500 to UAH 30,000.
Kyiv remains the leader, with an average salary of UAH 30,000, which is 23% higher than last year. Lviv is in second place with UAH 26,300 (19%), and Uzhhorod rounds out the top three with UAH 25,000 (25%).
The lowest salaries were recorded in Sumy (UAH 18,500, 23%), Kherson (UAH 19,000, 13%), and Chernihiv (UAH 19,500, 18%).

How the average salary has changed per month
Compared to June 2025, most regions of Ukraine have seen a slight increase in wages. The largest increases were recorded in such cities as Kyiv, Rivne, Ternopil, Vinnytsia, Lutsk, Poltava, Kropyvnytskyi, Kherson, and Sumy, where the average salary increased by UAH 500. In Odesa and Chernihiv, the increase amounted to UAH 400, in Lviv and Kharkiv – UAH 300, and in Ivano-Frankivsk – UAH 200.
At the same time, in such cities as Uzhhorod, Dnipro, Chernivtsi, Khmelnytskyi, Cherkasy, Zaporizhzhia, Zhytomyr, and Mykolaiv, the average salary remained at the level of June 2025.
