The Antimonopoly Committee of Ukraine has authorized UPG, a network of gas stations, to acquire control over 31 gas stations belonging to the “ANP” and “Avias” chains. The decision was published on the AMCU website, according to [Komersant]
Ukrpaletsystem LLC has received permission to acquire control over the assets of Sky Project LLC, Perspektiva Pro LLC, and other companies through the lease of integrated gas station complexes.
The company will lease 31 gas stations owned by 11 companies of the Privat Group: Albiland LLC, Angel Capital, Vertix-Mall, Eurotrade Expo, and others.
All of these gas stations are located in the Khmelnytskyi region. Upon completion of the agreements, the UPG network will expand to 652 gas stations.
As a reminder:
According to the State Tax Service, UPG ranks among the top 5 largest gas station networks.
“In 2025, UPG demonstrated rapid growth and strengthened its market position. The company expanded its network at a record pace, significantly increased its contribution to the country’s economy, and implemented a number of important social initiatives,” the statement said.
The UPG gas station network is among the top three largest operators in Ukraine by number of stations; UPG was founded by Volodymyr Petrenko, the statement noted.
Earlier, UPG reported that over the course of six months, the number of gas stations under the company’s management had increased nearly sixfold—from 87 in July to 529 in December. During this period, UPG launched 102 new facilities, most of which previously operated under the ANP and “Avias” brands.
Previously, the Antimonopoly Committee allowed PP “Ukrpaletsystem,” the operator of the UPG gas station network, to lease 23 gas stations that belonged to the “Privat” group.
Prior to that, the AMCU had allowed UPG to lease the Privat Group’s gas stations on November 27; at that time, the deal involved 16 stations.
It was previously reported that businessman Volodymyr Petrenko’s company “Ukrpaletsystem,” which owns the UPG gas station network in Ukraine, is considering the possibility of purchasing approximately 400 gas stations from Ihor Kolomoyskyi’s so-called “Privat” Group.
