What will happen to the Darnytsia Thermal Power Plant? Shmyhal explains whether there are plans to nationalize it

The state and the government do not plan to nationalize the Darnytsia Thermal Power Plant; it will remain privately owned. This was stated by Energy Minister Denys Shmyhal during question time in parliament, according to [Komersant].

According to him, all of Kyiv’s thermal power plants are under government control, and the main focus is on restoring damaged facilities as quickly as possible following Russian attacks.

At the same time, the state, the city, and partners will utilize assistance mechanisms to repair and return the plants to operation regardless of their form of ownership.

Shmyhal also noted that to accelerate repairs, Ukraine is seeking equipment from decommissioned European thermal power plants that are technically similar to Ukrainian ones.

Ukrainian technical commissions have already visited, in particular, Latvia, Germany, and Austria.

As of now, the Darnytska CHP is privately owned, and its owner as a legal entity is Euro-Reconstruction LLC.

According to the company’s current profile on YouControl, the ultimate beneficial owner of Euro-Reconstruction LLC is Anatoliy Shkriblyak, and the founder is MERVE Enterprises Limited, registered in Cyprus.

As a reminder, in early February, five Russian ballistic missiles destroyed the Darnytsia Thermal Power Plant (TPP)—one of the capital’s key heating facilities.

The plant ceased operations, leaving over 1,100 apartment buildings, more than 100 schools and kindergartens, and 18 hospitals without heat.

Immediately after the attack, Kyiv Mayor Vitali Klitschko said that it would take two months to restore the plant.

While the “Fifth” and “Sixth” CHP plants, owned by the Kyiv municipality, were quickly repaired, customers of the Darnytsia CHP were warned: they should not expect heat to return until at least the end of the heating season. The fact is that the Darnytsia Thermal Power Plant belongs to the private company Euroreconstruction LLC, which is linked to businessman and former MP Anatoliy Shkriblyak.
